The purpose of this Directed Study Project for CIS 590 was to inform the reader about challenges of Wireless WE-911 access. This study explained the significance, origin, barriers and the removal of access barriers that prohibits the access to Wireless WE-911 during times of emergency. For the purpose of this study, research was focused on WE-911 access and all the problems and barriers in implementing improvements to the service. The research also focused on remedies, solutions and long-range goals through the uses of expert Best Practices Methods and suggestions for WE-911 access implementation programs from the FCC. The research objectives of this Directed Study Project are to examine WE-911 access ability low percentage rate caused by problem barriers and how the quality of services can be improved by implementing Best Practices methods. Further, these methods can raise the percentage of success by answering the two research questions:
1. What is Wireless WE-911 access and what are the current barriers that cause the access percentages to be so low?
2. What are Best Practice methods and how can they be used to solve the problems?
The research approach used for this Directed Study Project will be a qualitative analysis consisting primarily of content analysis and synthesis of government and industry publications, magazines, and periodicals available to the public on the World Wide Web.
By collecting data that demonstrates a knowledge and capability to increase proficiency in WE-911 access demonstrates how these Best Practices methods can help wireless carries and the government to ensure that WE-911 access is granted. Percentage levels must rise as barriers are removed and access to these services is increased. This improvement and reliability will provide emergency service personnel with the location information that will enable them to locate and provide assistance to wireless 911 callers much more quickly in times of distress.
