This paper discusses the theory of international cooperation espoused by Robert O. Keohane, noting ways in which international organizations and agreements such as NAFTA, the WTO, GATT, and the European Union reflect this process in action showing how and why states cooperate with one another through international organizations in order to achieve broader goals.
