This paper looks at the new realities of globalization ensures that governments are inherently less able to control what comes in or out of their own states. There are no adequate domestic polices that can protect a state against the vagaries of the international community; there is no policy maker that can anticipate, or even monitor, all the events around the world that could have effects on the state.
